President J.C. Worthen called the regular membership of the Idaho State B.A. S. S Federation to order at 7:45 P.M. at the Tri State Marine.

The minutes from the January 15, 2004 were read as passed.

TREASURE REPORT:

Report from the treasure was read and motion made to accept and passed.

YOUTH REPORT:

Scyler reported that the state will need to have a fish off prior to the scheduled youth divisional for the Idaho Youth Team.  (Ages are 11-14 and 15-18).   At this time there are only 2 youth charters they are BBB, and IBM.   Scyler ask the representatives go back to their clubs and see what interest they might have.

The youth divisional is schedule for the 19th of June at Milner.  At this time Arizona, Utah, Idaho are for certain.  We are waiting to hear from the other states.

We will need boaters to help out if possible.  This will be a draw tournament.

Steve made $258 from the Get Hooked on Fishing not Drugs at the bean bag toss.  This money is going toward the youth, for one of the parents expenses to go to nationals.

CONSERVATION REPORT:

Mike reported that various states were having some problems with the loss of fish during the weigh in.  One particular tournament there was a loss of 10%.  Each state is urging extreme caution and to please and do our part to make this less stressful on the fish.

Idaho in general was doing very well.  Oregon has had some complaints.

Mike is drafting some information to take to all of the clubs for them to go over and read and so that they are aware.

A majority of the weigh bags need air holes.  Gary also has some information to get the small aerators.  He mentioned SRVBC has these and they do help a great deal.

Steve volunteered to put information in the next newsletter regarding the handling of the fish

University of Idaho has offered their biologist if we should have any questions about conservation issues.  Contact Mike to answer questions.

COMMUNICATION REPORT:

Steve will get the newsletter ready so please contact him.  Hopeful by the 15th of March.

TOURNAMENT REPORT:

Everything looks good and the clubs are working towards the piggy backing of the various tournaments.

Old Business:

September the 19th will be the tournament that Judge Vehlow has set up for the youth in his court system.   This will run from 11:00 a.m.-3:00 p.m.  We need as many boaters as possible for this and it is a 3 fish tournament.  Some 30 to 35 kids will be involved.  A BBQ will be afterwards.

Release boat has more problems but fixable, after it is repaired if possible we need an area come back with ideas for the next meeting.

Suggested that Scyler be given $250.  Take from conservation fund for all of the boat repairs.  Scyler feels that it will be ready for the IBM tournament in March at Brownlee.

He will also bring back the boat report on whether or not that boat should pack out with all of the fish and water.  Possibility this is too much weight for this frame of the boat.

Old Business:

Federation needs to buy 50 motor bands for the boats these are very helpful for the tournaments if some one has mechanical problems, money from the south operating fund to do this. Motion made and passed.

New Business:

Kids going to nationals, need some finances to help out?  How are we going to help these kids, and one of their parents to travel and stay at the nationals?  This will be in North Carolina.  Consider each club helping out by donate $100. Talk to your clubs. Also the possibility of Collins fund, and the south offered to help.
