A member of The Idaho Bass Federation desiring to assume a position of leadership and responsibility. This position will afford the applicant opportunities to visit some of the best fishing waters in the area. They will also enjoy spending weekends at beautiful goat head and cheat grass filled campgrounds. This will be preceded by the opportunity to spend many, many hours on the phone. During several times of the year applicant will make numerous trips to answer the door bell at all hours to attend to other members needs.
Position Requirements: Must have recent psychiatric examination proving that you are currently sane and the ability to pay for another psychiatric examination at year end to prove the elevator still goes to the top floor. In spite of the sanity question applicant will be required to make multiple decisions that most will not like and these decisions must be made under great pressure and time constraints.
Salary: Does not depend on your experience. In fact, there is no salary.
We are looking for an individual willing to act as Tournament Director for the Southwest Region. The position is best filled by someone who is not actually planning to participate in the qualifier tournaments and it helps if there is another family member who can help with weigh-ins and possible book keeping duties. Additional family member must be as thick skinned as applicant to shed the frequent discussions held within earshot regarding the applicant’s short comings.

The Scales of Justice Tournament is scheduled for September 17th on C J Strike Reservoir As of this date there are 2 I REPEAT 2 boaters entered and agreeing to take at risk youth from the juvenile court systems of Minnidoka, Malhuer, Gem, Canyon and Ada counties. Yes this is no longer just an Ada County event and sponsors of the event need your help.
As always, no youth can be allowed a slot to participate until there is a boat for them to ride in. Entry forms were mailed to every person who has participated in any of the last 6 events about 6 weeks ago and only 2 I REPEAT 2 boaters have returned them.
Please do not waste any more time and fill out the entry and return per the directions on the form. Club reps and presidents please send this message on to your club members and ask them to participate in a fun and worthwhile event.

Attached is the final proposal for Lake Lowell that we have spent the last 6 weeks working on. Also attached is a letter to the manager of Deer Flat Wildlife Refuge. Please print the letter, sign it with your address included and mail to the refuge. If every recipient of this message will do that we can make an impact. If you are waiting for someone else to save the lake for you it is already lost. Only you can save the lake.
If you prefer not to mail the letter it can be brought to the meeting at Western Marine on Thursday July 21st at 7 pm. THIS IS AN IMPORTANT MESSAGE. Most of you know that management at Deer Flat National Wildlife Refuge (Lake Lowell) is in the process of developing a 15 year Comprehensive Conservation Plan that will dictate the use of the lake. You may view these proposals at the Deer Flat Refuge web site or visit www.savelakelowell.com. If you are a user of the lake and able to find anything of value in the preferred proposals, I am sorry to bother you with this message. If you are as concerned as many of us are please read further.
Your input is needed to ensure the long term use of the lake. I have attached the final proposal that a group of us have developed. We believe it ensures continued use of the lake even though it is not what we prefer (we would like the current usage). If you do nothing else comment to the refuge that you endorse the Action Alternative Proposal #5.
On Saturday, July 9th participate in the parade from Karcher Mall to the lake. This event is receiving wide spread local news coverage and is expected to gain national attention. Gather behind Karcher Mall beginning at 9 am.
On Thursday July 21st refuge managers are scheduled to address The Idaho Bass Federation membership and all interested parties. Please plan to attend. This meeting is scheduled to begin at 7 pm at Western Marine in Nampa. Refuge staff will likely present their proposals and open the floor for questions. I am sure you will have many questions so do not hesitate to ask. Please bring a chair since the meeting area is actually a show room and not equipped for more than a few people and we will not ask the ownership to rent chairs for this event.
We have presented this proposal to lake management with the information that it was supported by 500 or more anglers. If the turnout for this meeting is limited in numbers management staff will believe that there really is no support. NONE OF US CAN AFFORD TO ALLOW THEM TO HARBOR THAT BELIEF.

I am sending the attached information in the hopes that you will share it with everyone you know. If you are not already versed on the proposed plans for Lake Lowell please familiarize yourself with them and take action. These type of plans are being developed for every refuge in the country (is anyone aware of a planning process at Lake Walcott?) If any of the proposed plans for Lake Lowell become finalized I am not sure that any of us will ever bother to launch there again. Club presidents and reps please take this to your next club meeting and push for your members to participate in this parade.
We are in the final processes of developing an alternative plan that we will present to the management of the lake as well as every government official that we think will help us to offset the proposals from FWS. That plan should be finalized in the next few days. We will forward that plan to you and ask that you forward the plan with your personal endorsement to the same parties listed above.
Other planned activities to save the lake include a presentation by lake management at Nampa City Hall on June 30th at 7 pm. This meeting will be held in the city council chambers and is open to the public. Please urge everyone you know to attend this meeting. As we currently know it, these meetings are being held with very poor turnout. I believe this is what lake management wants. Let's help fill the council chambers. I will personally stand if it means you get a seat, just get there.
On July 21st Jennifer Scott-Brown, the manager at Deer Flat is scheduled to address The Idaho Bass Federation at 7 pm at Western Marine. We must fill the room. Due to a lack of seating you are encouraged to bring your own camp chair, folding chair etc. The last opportunity for open comment is to be July 29th. So there has been a date change for the Iaconelli event. Here is the info.
Mike will be at Snake River Outdoor Sports located at 1570 North Yellowstone, Pocatello, Idaho on June 25th. We don't have the exact times down yet. But that date is set. Also to go along with this, if anyone is interested in having lunch with Mike, they are going to allow about 12 people pay somewhere around $125 to have lunch with Mike without anyone else there. For the $125 you will get an Abu Garcia Veritas Rod along with lunch. Once I have more information I will pass it along. April 25th is the absolute deadline. NO ENTRIES WILL BE ACCEPTED AFTER THAT DATE!! Additionally all entries received from April 6th to April 25th will have a $25 late charge assessed.
All youth participants must be premium youth members of TBF which is a $25 membership and includes FLW membership.
Why all of the deadlines and demands to do this now? I don't know if my kid wants to fish or not? It might be a lousy pre-fish so why should I commit before I know? And for all of the other questions that may be in your minds here are some answers.
Brian has put in an extreme amount of time and effort to facilitate this event with sponsors and full planning of a bbq and other things that will make this a premier event for the kids who participate. In order for him to assure a proper number of boats to accommodate the participants he must know early enough to beat up on the adult members to be there. Without the adult participation there is no youth event and we have struggled in the past to get the adults there so Brian is adding a lot of incentive for them by paying for the fuel for the weekend and at $3.50 or more a gallon that is on top of everyone's mind.
The May event will send winners to the National Guard Junior World Championship in late summer. Winners of that event get a major boost in paying for their college education. No other youth program that I know of in this country offers the same opportunity at such a nominal cost. I have grandchildren who participate in every type of youth sport and in some cases they are costing their parents thousands of dollars per year. Total cost to participate in this event is $50 per youth. If they win here and go on, TIBF has set aside funds to offset the cost of travel to the National championship and I am not aware of any other program that does so. Upon arrival at the National event the kids and a family member are cared for in a superior way by TBF and FLW with great housing and most meals. The kids are treated like superstars and top finishers share the stage with FLW Cup contenders at their weigh-in. It makes for a great time by the kids and their family members who participate.

Word on sponsors is coming in pretty frequently and I will keep you up to date as much as possible.
I now have in front of me the full sponsorship program with Cabela's for both national and state level. It is a very firm contract that is not exclusive to any state but I will be signing it.

Someone brought a wheelbarrow last year, if it was you please bring it again but remember PUT AIR IN THE TIRES. If it was not you and you have a wheelbarrow available please bring it, remember it can be cleaned up at the plant after the job is complete. Someone please bring a camera and take some pictures.
It does not appear that we will be getting any of that good cheap "FREE" poly pipe this year. Pat Patterson has arranged a good deal for 5,000 feet of 3/4" for a cost of $654. Can anyone else get the pipe donated or for a better price? Our conservation budget can absorb this cost but "FREE" is always better. If you have contacts that can help with this need please see what can be done and let me know before I have Pat pick up the pipe.
John Wadsworth has arranged for the donation of 125 concrete blocks and will transport them to the plant on the day of the pour. Thanks to John for his efforts on this project.
Following the pour I suggest that you treat yourselves to lunch at a local café and with the approval of Tammy or Brandon I suggest that the conservation fund cover that cost. Please note that I was told Tom Olsen's wife owned one of the cafes in town. Someone try to find out which one it is and make sure that is where you go for lunch. We offered to buy him lunch last year and he did not accept and it may have been that we were going to a competitor café.

After getting several phone calls concerning the extreme cold weather forecast this weekend and in hopes to better the participation at the Dave Withers Derby, and talking to the other club Presidents, we have decided to change the date of this event to March 5th; same time, same place. Sorry if this is not good for some, but we think it will be better for most. I hope to see you In Hagerman and that the weather is much better than this weekend.

I had a long conversation with Ben Cox at Farewell Bend State Park today and I am passing on the gist of that conversation. For this year club tournaments (under 25 boats) do not have to pay a $25 permit fee.
Large events (25 or more boats or 50 or more people will require a $100 permit plus a per person fee). I had applied for a permit for the TBF Qualifier and Jack and Jill tournament at Lake Owyhee expecting as many as 80 people for Jack and Jill. In 2011 that permit will cost $25 however in 2012 that same permit will cost $150
We are asked to no longer weigh in at the location we have used for a number of years (the peninsula where the old concession store was located) but to move all weigh-ins to the upper parking area. Picnics and BBQ's are still welcome to utilize the area that we have always used.
The park will accept the insurance form for TBF clubs that I will attempt to get to cover all club events. If you are having an event at Farewell Bend or Owyhee contact me about the general form and I will forward to you by e mail once I have received it so there is no longer a need for you to apply directly to the insurance company for each event.

Qualifier Date Change
The TBF Qualifier Tournament originally scheduled for May 7 on Brownlee Reservoir out of Spring Rec has been moved to April 9th and will launch from Woodhead Park.
Several factors were taken into consideration in making this move. In a high run off year the water levels at Brownlee are normally held at very low levels until late May or even June before the reservoir begins to fill making the likelihood of a safe launch at Spring Rec to be questionable. Superior Bass has normally had an event out of Woodhead on the April date but they will not operate there this year. The fishery at Brownlee has suffered for the last few years but it has customarily been better in very early spring and the new date will hopefully improve this event.

The Deer Flat NWR CCP Team
As our economy has suffered so have the available outlets for testing our fishing skills. In 2011 the opportunity to put those skills to use will take on a new and refreshing face.
On October 29, 2011 the Ultimate Idaho Angler Team Tournament will be held on C J Strike Reservoir. Every competitive angler in the state will have the opportunity to earn a berth in this event. The key word here is EARN. The opportunity to compete in this event will come from several different angles.
1. A contestant must fish all four TBF or BFN Qualifier Tournaments in their respective division.
2. A contestant must fish at least 4 of the possible 12 bass club Open events.
Regardless of the avenue selected the anglers will pay an additional option at each event. That additional option money will be placed in a reserve account and will be paid out at the Ultimate Idaho Angler Team Tournament.
Full entry forms for this event and the accompanying rules will be available soon. In addition you may contact any of the clubs who sponsor open events to determine if that event will be a qualifying tournament. All Federation Qualifier Tournaments are also considered qualifiers for this event.

Here is some news that I was aware would become reality at some point but it has come sooner than expected. Members of Idaho Walleye Unlimited will now become members of The Walleye Federation (on approval of their membership). Our state federation will be grandfathered in with their current membership numbers which I believe is 17. Those members will be added to our overall membership numbers for sponsor purposes etc.
As a state federation we congratulate the formation of this organization and will make our experience and expertise available to the officers and members of IWU when and where needed.

The 2010 season ending banquet is November 20, 2010 at Hilton Garden Boise Spectrum. This is the same location as last year. I believe that every person who attended last year left after having an enjoyable evening and we intend to do the same at this year’s event. Cost for the event is $45 per person. This amount covers the price of a meal worth $30, 15% gratuity to the wait staff, 24 general raffle tickets (a $24 value) and 1 ticket for the major prize drawing. The major prize for this years event is a Minn-Kota Fortrex 80# thrust trolling motor with an approximate retail value of $1000. We believe there is no other event that you can attend at this price for this value.
A no host beer and wine bar will open at 5 pm and dinner of Prime Rib or Citrus Chicken will be served at precisely 6 pm. BruceThe Channel 6 news in Boise has carried a story about the Lake Lowell planning process for the last two evenings and I have been busy enough to miss the story until the very end. What little I can get from it sounds as if all recreation on the lake will be banned. I did not say that was definite but the story had to do with the economic impact of what the plan appears to be leaning toward. One part that I did get that scares me dramatically was the statement that so far they have received only 40 comments.
I have sent several requests that our membership inundate them with comments and apparently the request is falling on deaf ears. I know that a large majority who are receiving this message don't live near Lake Lowell, may never have fished it and may never have the opportunity to do so. I still need your help. If DFWS manages to shut this body of water to recreation they will use it as a catalyst to do so nation wide. This lake is under consideration for hosting the 2012 Northwest Division Championship and IDFG is currently putting a good deal of effort into improving the fishery.
Please make your comments now. There is nothing limiting the number of times you can comment and you are not required to identify yourself. We have over 300 members and I would expect that we should have at least that many comments on file by this time.

I have just received an e mail from a concerned citizen regarding the “NO WAKE ZONE” AT Lake Lowell. This individual was at the lake today (7-25-2010) and watched 6 different bass boats traverse the “NO WAKE ZONE” on full plane from the marker buoys to the canal. Were any of these boats our members? Only those who were there will ever know.
During the planning for continued use that Management of Department of Fish and Wildlife is undertaking regarding future lake use these types of activities will almost certainly doom the future for those of us who like to fish that body of water.
If you see someone in violation please contact them in a polite manner and let them know that they risk a citation as well as the potential loss of use for that body of water.

It was confirmed to me in the last two days by personnel at the Bureau of Reclamation that the C.A.S.T. event at Black Canyon Reservoir that we have scheduled for the third weekend in August is in fact on the second weekend in August. I was further advised that they have known this date since January and if one of our members who works at Black Canyon had not advised me of the change I am not sure I still would know.
I know that many of us have other things on our calendars for the second weekend in August and we will not be able to volunteer for this event. For those who are not otherwise occupied on that date I encourage you to participate. Many of the kids who attend ask for the same boat captains each year (Mr. Platz) so I know we serve a great purpose for them.

Once completed, the Comprehensive Conservation Plan (CCP) will guide Refuge management for 15 years. It will provide the blueprint we will use to improve Refuge conditions and manage fish, wildlife, plants, and recreation. It will also ensure that we manage the Refuge to achieve its purpose in accordance with the policies and mission of the National Wildlife Refuge System, the world's largest collection of lands set aside specifically for wildlife.

The Wildlife Refuge includes Lake Lowell along with a number of islands on the Snake River and Department of Fish and Wildlife is required to develop a 15 year operating plan for the entire refuge. That operating plan will include uses for Lake Lowell. Rumors have been circulating for more than a year regarding limitations on recreational activity on the lake including fishing, horsepower limitations, no jet skis, no wake boards, etc. In direct questioning last night the refuge manager assured those present that there had been no discussion on any of these topics. The entire planning process is just beginning and we are all invited to be a part of it.
Steve Jones is developing a way for each of us to comment about what we want to see at the lake. Our main concern is that we be allowed access to the water for recreational and tournament fishing without limitations on motor size. Once the format is developed by Steve it will be passed to each club and we are asking that every member (regardless of your location in the state) respond. - Eric Lippincott of Daniel, Wyoming is the overall 2010 Northwest Division Champion and is headed to the 2011 TBF National Championship next Spring – and so is his father. Gene Lippincott finished 2nd in Wyoming to also land a spot in the Federation Championship as a Co-Angler. Eric was consistent all 3 days, finishing with a 15 bass total weight of 28 lbs 12 oz. He had 9 lbs 10 oz Day 1, 9 lbs 11 oz Day 2 & 9 lbs 7 oz Day 3. If we gave tournament MVP, Eric would’ve won. Not only did he win the overall tournament, he also was first in his state, the Day 2 Leader & Tournament Big Bass Winner (2 lbs 11 oz). Eric is very excited at having another shot at the ‘Living the Dream’ Package. “It is literally a dream to have the opportunity to go back”, he said. Eric continued, “ I caught my fish, while fishing ultra slow, something I do not normally do but I figured it out in practice. The first wave of spawning smallmouth have already done their business and now a second and third wave is reusing the same beds. Catch one off a bed and soon another will take its place. So I just went around and around fishing the same stuff.”
Idaho’s Brandon Palaniuk finished in 2nd place Overall, 1st in his state and was the highest Ranger Cup qualifier of the tournament. He wins half of the total Ranger Cup Bonus for being a Ranger Boat owner and registering it in the TBF Ranger Cup Bonus Program. The winning team of Idaho (which Palaniuk is also a member) gets the other half to divide among all Ranger Cup qualified Anglers on that state team. Brandon was only down by 1 ½ pounds, behind Eric Lippincott. Brandon is on a hot streak and is “in the zone” this year and is doing very well for himself. He’s been spending a lot of time on the water lately. He fished the FLW Tour at Lake Norman as a Co-Angler. He won that event and the $20,000 top prize. He then fished the Federation National Championship in Tennessee and won the Northwest Division, which also qualified him to fish the BFL All-American in Hot Springs, AR. He did very well there just last week, finishing 5th Overall, bringing home $15,500! Brandon said he has only been home 6 days in the last 3 months and I believe he is ready to be home for awhile. His boss says he even still has a job to go back to. “My boss called me and told me not to come home – stay back east and keep fishing!”, Brandon said.
As for the State Standings, the Idaho Federation Squad got better every day and was victorious with a tournament total of 145 fish for 215 lbs 15 oz, Day 1 leaders from Washington fell to 2nd Place with 191 lbs 3 oz. Oregon, fishing with only a 10 man team (2 men down) finishes 3rd with 157 lbs 14 oz. Montana finished 4th and Wyoming finished 5th.
10 anglers qualified for the TBF National Championship today and will be fishing for their share of cash and prizes next Spring.

The limits caught today were considerably down from yesterday, 32 vs 21, but Idaho apparently has the puzzle figured out. The Idaho State Team brought their A-Game today, weighing in 74 lbs 11 oz, over 3 lbs more than yesterday, making their 2 day total 146 lbs 2 oz. Yesterday’s State Team Leader, Washington, had a tough day, only bringing in 45 lbs 3 oz maxing out their 2-day total at 123 lbs 13 oz. They are not out of it yet but they need a top performance tomorrow and a little help in the form of a stumble by Idaho. If Idaho catches them again tomorrow it is likely an all out race for second place. Oregon holds down the third spot with 105.13, they are fishing two men down with only 10 anglers in attendance from the Oregon squad. Could they have won this event if they had a full roster? We will never know but they do have a real shot at second place, if they catch them good again tomorrow and Washington has another tough day.
Leading the Idaho State Team is Josh Polfer, Melba, ID, who has been consistent over both days, has caught a limit both days, his total of 10 fish weigh 17 lbs 6 oz. Just as the leader Elvaas did yesterday, Polfer also had his limit early this morning and used the rest of the day to prepare for tomorrow, so the morning bite seems to be key for the leaders. “It was a good day.” Polfer said. Josh has never qualified for the TBF National Championship and is doing everything he can to secure his spot in next spring’s event with one final day to go. The rest of the Idaho team will have something to say about that as well however, as the standings are very close. Polfer is leading his state, but only by 7 oz over a very successful 22-year-old Brandon Palaniuk. Brandon has had tremendous success in the last few months fishing the Federation National Championship, the BFL All-American and FLW Tour. Tomorrow will tell the story.
Drop shot fishing off the cliffs seems to be a successful way to catch the smallmouth here on the Yellowtail Reservoir. This has been successful for the overall tournament leader, Eric Lippincott of Daniel, Wyoming. He has 2-day, 10-bass total of 19 lbs 5 oz. He’s also staying consistent, and should have a good chance at qualifying for the National Championship. His dad, Gene Lippincott is in 2nd place in the Wyoming state standings with 13 lbs 2 oz. Mike Bozner is not far behind him with 12 lbs 8 oz.
Today’s big bass contest is a tie between Montana’s Michael Sloan and Eric Lippincott. They both weighed in a smallmouth that weighed 2 lbs 11 oz, 1 oz more than yesterday’s big bass. Whoever has the tournament big bass will be awarded a cash prize.

There’s a lot on the line for 10 men. The top 2 anglers in each state will qualify for the 2011 TBF National Championship next spring, where they will fish for the ultimate goal of all TBF Anglers, the $100,000 TBF ‘Living the Dream’ package. The overall winner of the National Championship will be awarded a brand new wrapped Chevy truck and Ranger boat to use for a year, as they fish with expenses paid as a pro into the FLW Tour. They will make their pro debut in the richest bass tournament in the world, the Forrest Wood Cup. The 2011 Forrest Wood Cup will be held on Lake Ouachita near Hot Springs, AR.

It would seem to me that an overflowing crowd at this meeting would show the concerns that we have for this body of water. For the last couple of years there has been a lot of RUMORS going around about changes taking place at Lake Lowell.
The Idaho BASS Federation Nation has been in contact with the new Refuge Manager, Jennifer Brown-Scott over the last few months.As a result of these discussions which I feel have been very positive and honest, we have asked Jennifer to do something for the Bass Fishing Community.
On June 16 th starting at approximately 6:30 pm Jennifer will give a 15 to 20 minute presentation on the process and what will be happing then open it up to take comments for 25 to 30 minutes. This all will take place out at the Refuge at the Visitors Center.
This will give you the opportunity to hear things first hand and not be a victim of the rumor mill.
I hope you all will take advantage of this and attend. Please share this information with Both Federation's and any bass club member that is interested.

May 9th we will meet at Olsen Concrete Plant about 3 miles south of the Cascade Airport. You can drive by the place pretty easily as it is in the trees without a great sign on the right side of the highway. We will meet there at 9 am. Those who wish to participate should bring their truck so that we can load the pieces (there are 132 of them) for transport to the lake. Dale Allen of Fish and Game will be at the Sugarloaf Ramp with the barge to transport the structures to the drop site. There will be a number of us who have stayed over on Saturday evening following the IBM tournament and it may be possible that some of the structures can be loaded on our boats.
I know, this is Mothers Day but what better way to enjoy the day than to take mom for a nice boat ride and help improve the fishing at Lake Cascade.
The ramp location is subject to change so if you are planning on participating it might be wise to give me a call at 870-9109 by Friday the 7th to check if there has been a change.
If you can come to Olsen's there would be no reason to call.

The Federation National Championship concluded today on Wats Bar Lake in Kingston, Tennessee. Brandon Palaniuk represented Idaho at this event from Northern Idaho as a boater/angler and Boyd Golightly from Eastern Idaho as a non-boater/co-angler.
Both of these anglers struggled on day 1 but were still only a small distance away from the leaders in the Northwest Division. Boyd and Brandon met with greater success on day 2 managing to overcome the deficit and were announced winners of their category for the Northwest Division. By doing so each got to fish on day 3 for the championship. Both of these anglers had large deficits to make up to pass the leaders. Boyd was able to bring fish to the scale but was unable to move up in his finish position. Brandon had to swing for the fences in order to overtake the leader and he fished simply for big fish but was unable to find the big bite needed so also completed the event in 7th place. By winning their Division both anglers are invited to fish the BFL All American Tournament in May 2009. This will be a no entry fee event for them with a total purse pay out of 1 million dollars.
Both anglers fished through the Idaho Qualifier series in their respective divisions during 2008 winning a spot on The Idaho Bass Federation State Team. In June, 2009 the team went to Flaming Gorge Reservoir in Wyoming to compete in the Western Division Championship Tournament. At the conclusion of that event Brandon was the top finisher for the Idaho team with Bill Golightly in second place. With those finishes Brandon was allocated a spot at The Bass Federation National Championship and Bill was awarded a co-angler position. Bill declined the opportunity to participate allowing his father Boyd to move up from his third place finish to assume Bill’s position.
Brandon and Boyd arrived in Harriman, Tennessee on Tuesday, April 20th and began the process of registration, got their first day partner pairing, followed by a welcome banquet that evening. On Wednesday morning anglers launched from Ladd Park in Kingston, Tennessee for the first day of practice. This was followed by days one and two and cumulative weights for each division were totaled and leaders from the division were awarded the opportunity to fish the third day for the championship.
Both of the Idaho anglers received a suitable travel stipend from The Idaho Bass Federation to cover travel expenses. These funds were gathered from entry fees paid by themselves and other participants in the 2009 The Idaho Bass Federation qualifier series. Once in Tennessee anglers were given the use of a new Ranger Z520 powered by either a Yamaha or Evinrude motor. Each boat was equipped with Lowrance electronics. Anglers were supplied with a lunch and adequate drinks for each day spent on the water. They were provided housing by host hotels with a warm breakfast available before launch each morning. Tennessee Valley Authority, Evinrude, and Ranger Boats furnished each evening meal.
Of special note is the hospitality shown to this event by the Tennessee Valley Authority, and the cities of Harriman and, Kingston, Tennessee. These entities literally laid out the red carpet for anglers, their families, tournament staff and TBF State Presidents. Other municipalities should take note of the methods by which we were greeted.
The Bass Federation National Championship is a no entry fee event with every angler receiving a payout check at the finale. For Idaho anglers the process to get to this event is a three-year program that ends with a huge reward. Talk to Brandon and Boyd about their experience and I am sure you will find the qualifying series a worthwhile endeavor.

BruceI received a call from a friend of mine today who has spent some time recently at C J Strike. He relayed a concern that he has about the activity of some tournament anglers and I am passing on that concern and I hope you will share it with your membership.
Apparently the crappie fishing is on a par with last year if not better and the crappie fishermen are jamming up the narrows. For several years the speed limit in the narrows has been 40 miles per hour during tournament events and last year because of the large number of boats in the narrows that limit was reduced to 35. The speed limit on the sheriffs permit is all day, not just at blast off. I was told that bass boats are screaming through the narrows easily in excess of 50 mph and many of these have tournament bands on. In recent times the caller advised that he has seen a child overboard, a dog overboard and a lady knocked over in her boat due to the wakes of bass boats. I know, I know, at full trim a bass boat does not leave a high wake. I won't argue with the caller, in his mind these problems were caused by bass boats and some of them were tournament boats. Hopefully nothing has been said to the Owyhee County Sheriff. The marine deputy is not the same one we have built a relationship with over the years and I have no idea of the reaction the new one might have if a complaint is made.
I have no intention of curbing your competitive desire but I am encouraging everyone to slow down. One accident in the narrows could result in consequences that none of us want to face.
I am asking Tournament Directors to enforce your own 35 mph speed and even if you are there fishing for fun do not exceed that limit and if there is a group of boats close together in the narrows come off plane and idle through them. We will gain respect by doing so. (Note: the speed limit during tournaments has been lowered to 30 mph this year.)
Please note. I am unaware if the boats or the boaters are members of our organization, an unaffiliated club or IBFN affiliated but I would like for us to set the example for proper conduct.

Two weeks prior to this project members of Idaho Walleye Unlimited did the same type of structure build for eventual planting in Salmon Falls Dam Reservoir.
WOW! I hope that you have recovered from the banquet held on November 21st. The event was held at the Hilton Garden Inn at Boise Spectrum in Boise. The attendance was larger than any banquet in the memory of those who have attended for many years.
The evening started with an invocation by Pastor Don Armstrong and progressed rapidly through a brief presentation by Mark Gintert, Youth Director for The Bass Federation immediately followed by an excellent meal served by the staff at the hotel. Following dinner Gary Dobyns talked to the group about the ups and downs he has experienced while fishing various tournament trails. The room was in an uproar on a number of occasions most especially discussing his partners Rogue in the butt story. Many know that Gary is the premier angler in the west and to his credit has won 40 boats in his career. His contribution of rods to the banquet auction raised approximately $800 and we are thankful for that. Additionally state team members have been accepted onto the Pro-Staff of Dobyns Rods meaning some appreciable recognition for their efforts.

A brief discussion of the accomplishments of state members highlighted our youth championship, our 2009 State Team standing and the success our contenders at Federation National Championship enjoyed. Also disclosed was the state of our Federation including the membership growth in excess of 30% and the financial stability accomplished.

Awards were presented to each team member from the state as well as the Castrol Award to Judge John “Bubba” Vehlow in recognition for the creation of the Scales of Justice Tournament.

TIBF Executive Board Members were recognized for their contributions and the Outstanding Member of the Year was awarded to Tammy Shuyler TIBF Secretary for her invaluable contributions in the last year. Awards were followed by an intermingling of live auction, silent auction, and general raffle drawing. Proceeds from these activities will be allocated to Youth and Conservation accounts.
If you attended this year’s event THANK YOU. If you were unable to be there please put the event on your calendar for next year and join us for another night of great fun and celebration.

If you were at the banquet last night you have an idea of what a great night it was. If you were unable to make it here is the reason for a lot of joy. We will be a few days before the final accounting is complete but let it be said that our Youth and Conservation accounts are now in very good shape Our state team comes away with an offer to pro-staff one of the premier rod companies and as soon as I can determine the exact allowance they should be able to completely electrically re-power their boats at very reasonable prices.
If you know of a good conservation project that we can undertake please let me know since we should have the funding to accomplish the task. Youth funds will continue to be used for travel to NGJWC events for youth winners and any potential other expenses we may incur in that arena.
I have included with this communication a copy of the proposed By-Law change requiring that all state members also belong to FLW. For the most part this is a formality as major percentage of our members are already FLW members. Last nights brief board meeting acts as a reading for this amendment and the final vote will occur at the December meeting. The other business involved in last nights meeting was the nominations for officers for 2010. The only nominations made were for the current elected officers John, Tammy and myself. The vote will occur at the next meeting so if there are other nominations out there get them back to me so that everyone can be informed.

The Idaho Bass Federation banquet will be held on November 21, 2009 at Hilton Garden Inn located at Boise Spectrum. A no host beer and wine bar will start at 5pm. Special guest Mark Gintert, Youth Director for TBF will say a few words at 6 pm. Dinner of Prime Rib or Lemon Pepper chicken with appropriate side dishes will be served at 6:30 pm. Following dinner will be guest speaker Gary Dobyns whose topic “The Ups and Downs of the Professional Tour” should be very entertaining. The evening will conclude with a silent auction, live raffle and live auction.
The celebration will begin early in the day with Open House events at Tri-State Marine and Western Marine. These dealerships will have special deals on boats and accessories as well as tackle. Gary Dobyns will hold a seminar at Western Marine during their event and TBF members will hold Reel Kids casting events.
Hilton Garden Inn will have special rates of $79 for out of town visitors for that evening. When you make a reservation be sure to tell them you are coming in for the banquet to assure this rate.
Ticket prices for TBF members are, $70 for a single meal and that price will include State and National TBF dues for 2010, 24 general raffle tickets and 1 chance at the major raffle item. If you are bringing your spouse or significant other a ticket of $100 is good for 2 meals and the dues and raffle access noted above. All tickets are pre-sold and must be purchased by November 17th.
This event is meant to celebrate a fantastic fishing season, and to award those members whose contribution to our Federation has meant a great deal to each of us. Additionally the 2010 Federation State Team will be in attendance.
At this time the major raffle item is a Traeger BBQ smoker donated by Campbell Tractor of Nampa. Window Welder of Jerome and Dry Creek Outfitters of Murtaugh have contributed a Savage HMR17 rifle with custom stock and TBF logo that will be auctioned. Additional items for auction and raffle will include thousands of dollars worth of tackle and accessories, Dobyns fishing rods batteries, battery charger, trolling motor, GPS, tackle boxes as well as plenty of ladies gifts.
This event will fund our youth and conservation efforts and we hope that each of you will participate and enjoy a very special evening.

TIBF Banquet PosterZach Messer who qualified as the 15 to 18 year old Idaho Junior Champion has won the National Guard Junior World Championship. Zach began fishing in north Idaho and when his family moved to South Carolina he remained a member of Idaho TBF and returned to fish the Junior Championship.
For his efforts Zach has won a $5,000 scholarship as well as $1500 worth of merchandise from Pure Fishing.
Please utilize this information to help you recruit new junior members to our organization.
This information should be combined with the finish of our Federation National Championship angler Brandon Craner who won the Western Division at that event as well as a new Ranger boat and went on to the BFL All American where he finished in 16th place. Additionally The Idaho Bass Federation state team finished in third place overall at the Western Division Championship but won the actual Northwest Division. I think we have had a fantastic year of competition.

Thomas WoolfIDFG officer Doug Megargle attended one of our club meetings earlier this year. Phil Mai, Rod Behr, Kelly Lee, myself, and others of our club had been discussing this issue for months and we presented it to Doug at the aforementioned meeting. Doug suggested the tagging idea, ordered the tags and produced the map/report card. I brought Magic Valley Bassmasters and Idaho Bass Hunters on board while we were all at Brownlee in March. Phil was the originator of the idea that we, as tournament organizers, were stockpiling bass in easy-to-access areas for the recreational anglers to harvest. I certainly don't want to take any credit away from Scyler, Lou, et al, as they work as hard as we do to preserve Milner Res. as a viable fishery.

Dave VerburgCANYON COUNTY - Idaho U.S. Sen. Mike Crapo will conduct a public meeting at Lake Lowell at noon Saturday to discuss potential motorized watercraft restrictions on the lake. The meeting is at the lower dam.
Representatives of the U.S. Fish and Wildlife Service, interested boaters and county leaders will attend the meeting to discuss potential changes in boating rules on the lake.
Federal officials have considered restrictions on motorboat and motorized personal watercraft use at the lake.
"The senator wants to keep boating a part of the activities on the lake, very definitely," Crapo spokesman Lindsay Nothern said. "That's an approved use."
Nothern said it is unclear whether there has been a drop in waterfowl reproduction at the lake's Deer Flat National Wildlife Refuge that would merit changes.
Crapo will also speak at the grand opening of the new Emmett wastewater treatment facility at 1 p.m. today. He will deliver remarks on energy, water and salmon during the NW Energy Coalition':s Spring Conference at 3 p.m. today at the Red Lion Downtowner, 1800 Fairview Ave., Boise.
Anyone that has an opinion on the possibility of banning or restricting the use of boats on Lake Lowell should try to attend this event.
I KNOW, I KNOW, this is a holiday weekend and the it may not fit with everyone's schedule. Fish and Game advises that this is the best day to do it because of the spawn cycle. If you can make it on that day please show up. Remember that the crappie have been a major food source for the bass at Lake Lowell and if they can be replenished the size of the bass will also increase.

Several of our nearby states have seen the arrival of Zebra and Quagga Mussels to their waters and they are fighting the devastating effects caused by them. These small creatures were originally brought ashore by ocean going vessels and in a few short years have progressed throughout many areas of the country. Amazingly many people in our state including some legislators had never heard of them until legislation was brought before them during our current legislative session. With very little discussion and therefore, most likely, limited understanding of the potential problem a law was passed requiring all watercraft to display a sticker purchased through Idaho Parks and Recreation to help combat the threat.
The stickers are now available. Whether you agree with the legislation or not you are required to purchase this sticker. I have been advised that some people (not bass anglers) are just now purchasing their registrations and they are unable to purchase it without also buying the Invasive Species Sticker. I do not know what the actual enforcement procedure will be for those of us who purchased our registrations early in the year. My recommendation is that everyone either visit a Parks and Recreation Department office or go to www.parksandrecreation.idaho.gov/stickerpurchase.aspx to buy the sticker on line. Purchase price is $10.
It is my belief that this sticker alone will not sufficiently pay for a program to control or eradicate this threat, it is however, a start and as active boaters we need to fully support every effort made by our state leaders.

The Federation National Championship will be televised on Versus on Sunday morning. I have Direct TV and it comes on at 10:30 am. This is the event that Brandon Craner and Tony Shuyler participated in at Bull Shoals Lake in Branson, Missouri in March. It is certain that at least one of these two will get face time on this presentation.

Many of you may have already received this email and if so I apologize for doing so again.
I had a conversation with Jim Owens on Monday and this letter is a result of that conversation. Most of you know that I have been a long time supporter of C.A.S.T. and believe that I have attended every event at Black Canyon Reservoir since I became involved with the Federation. I have been questioned many times since last year about what I was going to do about this event and my answer to everyone has been, "I will be attending".
I hope that everyone who has participated in the past will consider doing so again. Additionally, I hope that all who have never been a part of this event will mark their calendar and show up on the morning of the event and give a hand up to these young people.

In a phone conversation with Gary Dobyns today The Idaho Bass Federation has a state sponsor.
Gary will pass on certain benefits to State Team members beginning with those who qualify during the 2009 qualifier series. Gary will attend our state banquet in November as a keynote speaker. He will conduct a seminar as part of our day long event on banquet day and will be a benefactor for us in our fund raising efforts during the banquet.
In exchange Gary asks that we support his company: Dobyns Rods. Currently there is one dealer in Idaho (Western Marine in Nampa) and we would like to help them double their sales of Dobyns Rods. Additionally Gary would like to find more dealers in Idaho. My assumption is that the best opportunities for doing so will be outside the Treasure Valley since most of the local dealers will not step on one another with a big ticket item. So, I am asking that those members in the outlying areas (out of the Treasure Valley) contact any potential dealers in your area. Each of you buys tackle from places other than Sportsman's and Cabela's so ask them to consider carrying Dobyns Rods and assure them that there is a market in their area. Contact me and I will forward the information about the dealer to Gary and his staff can contact the dealer. If a deal works then Gary is very happy and we have cemented ourselves as a long term beneficiary. Like any sponsorship it is only as good as the efforts put forth by both sides so let's try to hold up our side and I assure you that Gary is in for the long term.
For those who have never used a Dobyns Rod visit his web site and look at the offering. During the first year of business the company experienced a tremendous set back with some defective merchandise. Gary went immediately after the problem and got the bulk of it covered. He has progressed and is now into the third phase and all of the problems have been worked through. Dealers have been covered for bad merchandise and consumers have been taken care of where they are known. I have several Dobyns Rods and am very happy with them. Now all I have to do is learn to catch fish with them.
If any of you know of another potential sponsor, either a local or national company, that may be interested in becoming involved with us please let me know and we will contact them and try to make some arrangements with them.

This is a reminder of The Idaho Bass Federation Board meeting to be held on February 26th at Western Marine in Nampa. We will start the meeting at 7 pm and I hope that we can clear out before 9 pm. This is the first real meeting since last August and there are lots of things going on. Additionally there are all new elected officials and many who will be attending this meeting will be doing so for the first time. Please make every effort to attend or have a delegate there to represent your club.
